West Ashby Parish Council
Minutes of the Annual Parish Council meeting for West Ashby Parish Council held on Wednesday 15th May 2024 in West Ashby Village Hall.
Those councillors present were Cllrs C Graves, J Bunster, A Radcliffe, N Moore, S Summerlin Benton and G Edwards. Also present C Cllr P Bradwell, D Cllr D Simpson and clerk Mrs K Elliott.
PUBLIC FORUM: One item was discussed in the public forum – the ongoing overflowing drain at the junction of Docking Lane.
The meeting commenced at 7.30 pm.
2024/001 Election of Chairman – It was proposed, seconded, voted and resolved that J Bunster be elected as Chairman.
Election of Vice Chairman – It was proposed, seconded, voted and resolved that C Graves be elected as vice chairman.
Responsible Finance Officer – It was proposed, seconded, voted and resolved that the clerk K Elliott continue as RFO.
2024/002 Chairman’s remarks - Mr Bunster welcomed everyone to the meeting, we have had a really good year with lots of planters both public and private enhancing the street scene and the extended 30mph zone.
2024/003 Apologies – from RAH due to Wi-Fi failure.
2024/004 There were no declarations of interest.
2024/005 The notes of the meeting held on 20th March 2024 were proposed, seconded, voted and RESOLVED as a true and accurate record.
2024/006 Reports from District & County Councillors: None were present.
2024/007 Clerk’s report on matters outstanding and correspondence
a) Telephone Box – the replacement glass/Perspex has been installed. Thanks were extended to Janice who is the volunteer Phone Box librarian.
b) CSW report – JB circulated the latest data, for a period of 10 weeks. 56% were over the speed limit. 109,000 vehicles one way during this period of time. These statistics will be sent round our District & County Councillors and LRSP and Police.
c) Litter picking – the event in April was well attended and lots of large items were reported direct to ELDC. Another session will be held after the summer.
d) Plant Sale 2nd June – The village hall is booked and the event will run from 10an until 12 noon.
e) Christmas Tree – The Nordman Fir tree is growing and has a 4 ft. root ball. It can’t be moved now. It is easy to look after and can be shaped. JB has received training on this. An on-site meeting is to be organised with the VCC members to discuss.
2024/008 Insurance Renewal – the clerk advised that this has increased from last year £207.33 to 2024 £243.66. It was proposed, seconded, voted and resolved to renew this policy.
2024/009 Highways and flooding/drainage matters – RAH has provided a report from his meeting with Highways last month. Docking Lane needs a sign saying single track with passing places at both ends. Also passing place signs are need for some of the passing places.
2024/010 Planning Matters:
a) S/201/00402/24, FPP Given for domestic outbuilding 0 L Nelstrop.
b) S/201/60639/24 Lindisfarne retrospective planning application. The parish council objection to this has been submitted.
2024/011 Finance Matters, to approve payments and to note income since last meeting. All payments were approved and cheques signed.
a) Resolution to change names and signatories on the West Ashby Charity Account. Proposed, seconded, voted and resolved.
b) Precept has been received 2024/2025 £2,900
c) Annual Internal Audit report received and noted.
d) Annual Governance Statement signed – proposed, seconded, voted and resolved.
e) Accounting Statements signed and approved.
f) Certificate of Exemption signed and approved.
2024/012 Next Meeting
a) The next parish council meeting will be held on Wednesday 17th July 2024.
b) Items for the next newsletter – thank you for library/librarian, can DVD’s be put into the lending library?, plant sale 2nd June.
c) Items for the next agenda will include grass needs cutting back on footpaths.
There being no further business the meeting closed at 8.21 pm.
