December 2020 Minutes

Minutes of the West Ashby Parish Council meeting held on Monday 7th December 2020.

Those councillors present were Cllrs P Everton, A Grainger and R McMullen via Zoom.  Also present clerk Mrs K Elliott.

Public Forum: 7.30pm: There was no public forum.

2020/107         It was RESOLVED that the Chairman for this meeting will be Mr P Everton and he welcomed everyone to the meeting.

2020/108         Mr Bunster, Mr Edwards and Mrs Summerlin Benton sent apologies.

2020/109         A declaration of Interest was noted for Mr Everton for the recent work at the cemetery.

2020/110         Notes of the meeting held on 16th September 2020 were approved as the minutes, proposed, seconded, voted and RESOLVED.

2020/111         Reports from District & County Councillors and Police – none were present although a Police report had been previously received.

2020/112         Clerk’s report on matters outstanding and correspondence:

CSW – there has been none.  JB continues to deploy the pole mounted device and the data is circulated.

New bin for layby – this has been delivered and PE will install it.

Litter picking – dates for 2021 are to be agreed in the New Year.

Newsletter – a draft document has been circulated and has now been distributed.

Meeting dates for 2021 – these were circulated and agreed.

Grass Cutting contract 2021-2023 – the clerk was requested to ask for tenders before Christmas so that a decision can be made at the January meeting.

2020/113         Cemetery

Purchase of second Bench – this is to be deferred to the January meeting.

Future Maintenance – a water supply may be of use, however further discussion will take place at the January meeting.

2020/114         Highways & Drainage matters – there is nothing to report on currently.

2020/115         Planning Matters

S/201/02011/20 – Build a Future – there were no objections to this application.

2020/116         Finance Matters, to approve payments for and to note income since the last meeting:

Grass Cutting = £126.00

Cemetery Expenses, Everton Bros (Poultry) Ltd = £510 & £564

Glasdon, new bin for layby – £262.93

Selby’s Office Supplies (paper) - £17.34

To set Budget and Precept for 2021-2022.  It was RESOLVED to keep the precept the same as last year at £2750

Transfer of funds – this will be discussed at the January meeting.

2020/117         Next Meeting

The next parish council meeting will be held on Wednesday 20th January 2020.

Items for the next newsletter will be sent using the local social media sites available to us and we will produce a paper copy too.

Items for the next agenda will include access to the Charity account and donation to the village hall committee and the other deferred items from this agenda.  Also we will discuss the vacancy on the parish council and the candidates who have expressed an interest.
