July 2025 DRAFT Minutes

Minutes of the Parish Council meeting for West Ashby Parish Council held on Wednesday 16th July 2025 in West Ashby Village Hall.
 
Those councillors present were Cllrs C Graves, A Radcliffe and G Edwards.  Also present clerk Mrs K Elliott, one member of the public and C Cllr N Oliver.  R Atkin House joined the meeting via phone link.
 
The meeting commenced with the public forum at 7.30 pm.
 
PUBLIC FORUM: Members discussed the summer social and the expenses incurred and RAH has the cash and will reimburse CG and AR.  Members were also introduced to Mr Clough who is considering joining the parish council.
 
2025/094 Chairman’s remarks - Mr Graves welcomed everyone to the meeting.
 
2025/095 Apologies – N Moore plus District Councillor have sent apologies for tonight’s meeting.
 
2025/096 Declarations of interest – There were none.
 
2025/097 The notes of the meeting held on 27th May 2025 were proposed, seconded, voted and RESOLVED as a true and accurate record.
 
2025/098 To co-opt a new parish councillor – Mr Clough introduced himself to the meeting and hopes to be able to continue to contribute to village life.  Mr Graves suggested that we should ask all councillors for their votes on the co-option of a new councillor.
 
2025/099 Reports from District & County Councillors:  C Cllr N Oliver introduced herself and added that she was here to represent us and listen to what we want.  Please send through any items we would like her help with.  RAH highlighted the build out outside Church that has been discussed with Highways department.  A question was also raised about the drainage at the Cemetery and potentially blocked drains.  Cllr Oliver advised that she will not always be able to attend as she has 26 parishes and lots of the meetings clash.
 
2025/100 Clerk’s report on matters outstanding and correspondence
a) Summer Event – it was a very enjoyable evening, thanks to RAH for hosting, we have raised some funds which will be used for community benefit.
b) Parish Gates, Painting of – a date is to be agreed, CG will liaise with other councillors for a mutually convenient date.
 
2025/101 Cemetery:
a) Information Board and grant funding – we have applied for a grant to pay 80% of the costs and this will be discussed at the next meeting.  It was also proposed to move the red oak tree in the autumn.
b) Cemetery Gazebo – members agreed that this item needs painting and a colour was agreed.
c) Cemetery Bench – the clerk will apply for a District Councillors grant to assist with the cost of a new bench, to go inside the gazebo.
d) Cemetery Regulations – as per the amended version circulated by RAH.  A sign highlighting the position of the spoil heap is to be installed.
Three Exclusive Right of Burial forms were signed.
It was requested that cemetery fees be included on the next agenda for discussion.
 
2025/102 gov.uk email addresses – councillors wanted to know more information, what are other councils doing, the clerk will investigate.
 
2025/103 Highways matters – The build out was discussed earlier, but the council members suggested that a 30mph painted on the road would be a sensible addition to reinforce the speed limit.
 
2025/104 Planning Matters: There are no planning applications currently.
 
2025/105 Policies – The policies listed below were all adopted, proposed, seconded, voted and resolved.  
a) Records Retention Policy
b) Subject Access Request Procedure
c) Data Breach Policy
d) Data Protection Policy
 
2025/106 Finance Matters, to approve payments and to note income since last meeting.  All payments were approved.  Bank Balance £11,274.50 & £1,144.67
a) Clerks Expenses – £59.94
b) Extra Website hours £108.00
The clerk confirmed that the audit documents are submitted and on the website.
 
2025/107 Next Meeting
a) The next parish council meeting will be held on Wednesday 17th September 2025.
b) Items for the next newsletter – as soon as possible to RAH please.  Table Top Sale in October at village hall and a request “please don’t block the footpath”. 
c) Items for the next agenda will include gov.uk email addresses, War Memorial, Christmas tree, Anglian Water, grass cutting costs.
