Minutes of the Parish Council meeting for West Ashby Parish Council held on Wednesday 19th November 2025 in West Ashby Village Hall.
 
Those councillors present were Cllrs C Graves, N Moore and G Edwards.  Also present clerk Mrs K Elliott and D Cllr Simpson and 2 members of the public.
 
The meeting commenced with the public forum at 7.30 pm.
 
PUBLIC FORUM: Those present discussed the water issue at Docking Lane and concerns about lack of action.
 
2025/124 Chairman’s remarks - Mr Graves welcomed everyone to the meeting.
 
2025/125 Apologies – were received from Mrs Radcliffe, Mr Atkin House and C Cllr Oliver.
 
2025/126 Declarations of interest – There were none.
 
2025/127 The notes of the meeting held on 10th September 2025 were proposed, seconded, voted and RESOLVED as a true and accurate record.
 
2025/128 To co-opt a new parish councillor – Two residents were present and have both expressed an interest in joining the parish council.  Mrs Thomas and Miss Hebden introduced themselves and following discussion it was proposed, seconded, voted and resolved to co-opt both on to the parish council with immediate effect.  Both members completed the necessary forms.
 
2025/129 Reports from District & County Councillors:  C Cllr N Oliver was not present.  D Cllr Simpson advised that he has grant funding available. He also advised that the ELDC proposal is the preferred option for local council reform, South Lincs and North Lincs options.  There is an alternative proposal from LCC.  Reforms to the planning process are all proposed which will result in less elected member participation.  The budget process for 26/27 is beginning and legacies are also being reviewed.
 
2025/130 Clerk’s report on matters outstanding and correspondence
a) Gov.uk email addresses – the clerk has attended training and will set up a gov.uk for herself to use.  However, as a result an IT policy is required and a copy of the LALC model document will be sent to all councillors.
b) Anglian Water – the drain at the top of docking lane is running again and this is to be reported to LCC and Anglian Water again.  It is also noted that there is deterioration of the 3 manholes where the last major Anglian water leak was in the centre of the village. Details of how to report via fix my street will be included in the next newsletter.
c) Tub(s) for Build out Area – the size, colour and design of these troughs is to be agreed and then an order will be placed.
d) Christmas Tree – will be put up in the Church yard on 29th and everyone is invited to the switch on at 4pm on 30th November.
e) Dates for the meetings in 2026 are listed at the end of the agenda. 
 
2025/131 Cemetery:
a) Information Board design – The clerk is chasing the company who are designing the board.
b) Gazebo Bench – The Glasdon Bench will be too big to go inside the gazebo however it was resolved to place the order and site the bench in an alternative position.
c) Hedging Plants – Yew plants have been sourced and priced at £5 each for 40cm plants.  15 are to be ordered.
d) Free Hedging plants – the clerk has secured these free plants and will collect them on 27th.  A date for planting will be organised.
 
2025/132 War Memorial – CG has been sent a document from Historic England via the Royal British Legion and the clerk will report back on what to do next.
 
2025/133 Highways matters – There is nothing to report at the moment.
 
2025/134 Planning Matters: There are no planning applications currently.
 
2025/135 Grass Cutting – the clerk has requested several quotes from contractors and none have been received.  These will be chased and discussed further at the January meeting.  We have spent £1770 in this season on grass cutting.
 
2025/136 Finance Matters, to approve payments and to note income since last meeting.  The clerk circulated a document containing all payments and income since the last meeting plus bank balances.
a) Invoice payments – the account is currently set up for 3 to authorise and this will be amended to 2, resolved.  Councillors also requested that 10 more large poppies were ordered to replace broken ones and a discussion followed regarding silhouette soldiers.
 
2025/137 Next Meeting
a) The next parish council meeting will be held on Wednesday 21st January 2026.
b) Items for the next newsletter – as soon as possible to RAH please.  New planters coming, new seat for cemetery, hedge planting.
c) Items for the next agenda will include War Memorial, grass cutting costs, budget and precept 26/27.
 
There being no further business the meeting closed at 8.42 pm.
