West Ashby Parish Council

Minutes of the Parish Council meeting held on Wednesday 15th March 2023 in West Ashby Village Hall.

Those councillors present were Cllrs C Graves, Mrs S Summerlin Benton, Mr J Bunster, Mrs A Radcliffe and G Edwards.  Also present D Cllr Mr D Andrews and clerk Mrs K Elliott.

The Public Forum started at 7.30 pm.

PUBLIC FORUM: The public forum commenced with councillors completing the nomination papers for the forthcoming parish council elections.

The meeting commenced at 7.45 pm

2023/181   Chairman’s remarks - Mr Bunster welcomed everyone to the meeting.

2023/182   Apologies – were received from Mr R Atkin House and Mrs T Thomas.

2023/183   There were no declarations of interest.

2023/184   The notes of the meetings held on 18th January 2023 were approved as the minutes; proposed, seconded, voted and RESOLVED.  It is noted that the signs for the new gates will cost £40 and will be produced by local sign writer Tim Fry.  This expenditure was approved and resolved.

2023/185   Reports from District & County Councillors and Police:  Cllr D Andrews asked if we know of anyone who is in energy poverty as there is fund available via ELDC.  The planning application was discussed and SSB expressed our concerns with regard to the ELDC decision and lack of attention paid to the points we have raised.  We feel that our role as consultee parish council has been ignored and that the decision is contrary to the local plan.  DA will ask for a response from the planning department.  The C Cllr and Police were not present.

2023/186   Clerk’s report on matters outstanding and correspondence

a)   CSW report – a meeting was held with highways in December and subsequently our SID has been moved to capture evidence of the average speed of drivers at this point.  JB will send the data to the clerk and this will be forwarded to LCC, LRSP and Police.  Further volunteers have stepped forward and training will be organised for them.  The clerk was requested to speak with the landowner about the dykes and also LCC about the grips.

b)   Litter picking went well in January and another date in April, 15th April was agreed.

c)   Elections 2023 – Election Day is 4th May.

d)   Horncastle Matters Magazine – It was agreed to contribute £100 towards the next 2 issues of the magazine which will be delivered to every household and then review based on comments from our residents.

e)   Anglian Water – it was proposed and resolved for the clerk to write to Anglian Water and complain about the recent incident and lack of water to homes etc. A letter will also be sent to LCC about the road closure & diversion arrangements. 

2023/187   Website Maintenance Agreement – It was proposed, seconded and resolved to sign up to this for another year.

2023/188   Coronation 7 May 2023 – The residents in the village are planning a Community Garden Party event at The Grove on Sunday 7th May from 2pm.  All are welcome and there will be games, live music and cakes provided by the The Grove.  A maximum £200 budget was agreed for this event.  A display of Scarecrows is also to be encouraged.

2023/189   Highways and drainage matters – completed earlier in the agenda.  Concerns are to be raised with C Cllr P Bradwell about the verges and road edges following the recent road closure, diversion and Anglian water issues.

2023/190   Planning Matters
   
a)   S/201/02235/22 – response to planning committee.  This has been dealt with earlier in the agenda.

b)   S/201/00312/23 – Ashby Park.  There are no objections to this application.

2023/191   Finance Matters, to approve payments and to note income since last meeting.  All payments were approved and cheques signed.
   
a)   LALC ATS £108 - approved.

b)   Horncastle Matters Magazine £100 – approved.

2023/192   Next Meeting

a)   The next parish council meeting will be held on Wednesday 17th May 2023.

b)   Items for the next newsletter – litter pick on 15th April.

c)   Items for the next agenda were requested
