West Ashby Parish Council
Minutes of the Parish Council meeting for West Ashby Parish Council held on Wednesday 20th September 2023 in West Ashby Village Hall.
Those councillors present were Cllrs C Graves, Mr J Bunster and G Edwards. Also present R Atkin House (remotely), C Cllr Mrs P Bradwell and clerk Mrs K Elliott.
The Public Forum started at 7.30 pm.
PUBLIC FORUM: There was no public forum.
The meeting commenced at 7.30 pm.
2023/030 Chairman’s remarks - Mr Bunster welcomed everyone to the meeting.
2023/031 Apologies – S Summerlin Benton, A Radcliffe and District Councillor Mr Simpson sent Apologies.
2023/032 There were no declarations of interest.
2023/033 The notes of the meetings held on 17th May 2023 were proposed, seconded, voted and RESOLVED as a true and accurate record. The stile has been reported to the landowner and LCC. There is an over-hanging tree which is to be trimmed and a kissing gate is to be requested. C Cllr Bradwell will see if she can assist with this.
2023/034 Vacancies – we have one vacancy, to date there has been no interest.
2023/035 Reports from District & County Councillors and Police: C Cllr Bradwell began her report with information of a suggested covert vehicle to target speeding vehicles. Drains were discussed next with concerns raised for the drains at Midthorpe, Church Lane junction and Shearman’s Wath. It is also noted that more grips are required at the Cemetery end of the village to stop the water run-off into the cemetery.
2023/036 Clerk’s report on matters outstanding and correspondence
a) Telephone Box – JB confirmed he will sort replacement Perspex.
b) CSW report – JB has circulated the latest data during the meeting.
c) Date for Litter Picking & Bulb planting – Saturday 21st October from 10am.
d) Installation of new planters – this will also be carried out on Saturday 21st October. CG agreed the locations for the planters and agreed that he will get the bases sorted in advance of this date.
2023/037 Highways – RAH, JB and the clerk attended a meeting with the Horncastle working group representatives from Horncastle Town Council to discuss the speed of vehicles on Louth Road. An email has been sent to Highways requesting a full review be carried out. D Cllr Simpson has also sent an email. Latest speed data was circulated by JB and this shows 127,000 vehicles one way through the village between July and September. Cllr Bradwell left the meeting at 7.50pm.
2023/038 Renewal of agreement with LIVES for defibrillator – it was proposed, seconded, voted and RESOLVED to continue with this agreement.
2023/039 Christmas
a) Tree – it was agreed to purchase a 15 ft. tree and CG will arrange delivery of this in time to be installed before 2nd December.
b) Lighting Event 2/12/23 @ 4pm – the brass band have agreed to be present, carol sheets can be used from Church and weather permitting we can sing in the Church yard and then across the road at the pub.
c) Parish Council Dinner – all present agree that this is a good idea and asked AR to take control of organising date and menu.
2023/040 Planning Matters – none.
2023/041 Finance Matters, to approve payments and to note income since last meeting. All payments were approved and cheques signed.
a) Clerks Expenses for printing/ink £69.93
b) Expenses approved since the last meeting are x 2 £90 grass cutting.
2023/042 Next Meeting
a) The next parish council meeting will be held on Wednesday 15th November 2023. RAH and the layby action group are to take action with the agreed plans for seats and planters etc. The clerk was asked to check that the website is up to date, in particular the list of councillors.
b) Items for the next newsletter – councillor vacancy
c) Items for the next agenda will include a review of parish plan document which was created in 2006.
