West Ashby Parish Council
Minutes of the Parish Council meeting for West Ashby Parish Council held on Wednesday 15th November 2023 in West Ashby Village Hall.
Those councillors present were Cllrs C Graves, J Bunster, S Summerlin Benton and G Edwards. Also present D Cllr D Simpson and clerk Mrs K Elliott.
The Public Forum started at 7.30 pm.
PUBLIC FORUM: There was no public forum.
The meeting commenced at 7.30 pm.
2023/043 Chairman’s remarks - Mr Bunster welcomed everyone to the meeting.
2023/044 Apologies – A Radcliffe, R Atkin House & C Cllr P Bradwell.
2023/045 There were no declarations of interest.
2023/046 The notes of the meeting held on 20th September 2023 were proposed, seconded, voted and RESOLVED as a true and accurate record. It was noted to mention Robert Wards contribution towards the plants in the new planters in our next newsletter. The planters look great, thank you.
2023/047 Vacancies – we have one vacancy, to date there has been no interest.
2023/048 Reports from District & County Councillors and Police: D Cllr Simpson reported on the flood relief scheme not working last month and that there will be an enquiry on 23rd November at Minting village hall with all parties present. Is there any recompense for those affected? Social isolation grants are available and have been issued to several local causes. There is to be a consultation on devolution next year and members discussed the maintenance and clearing of dikes and balancing this with wildlife and biodiversity. CCllr and Police were not present.
2023/049 Water run-off at Louth Road Cemetery: C Cllr Bradwell is investigating. Also discussed was the water run off or blocked drain on Docking Lane. ELDC have a drainage officer – Steve Ross. The clerk will make contact.
2023/050 Clerk’s report on matters outstanding and correspondence
a) Telephone Box – JB confirmed he will sort replacement Perspex. There is a telephone box graveyard at Newark which may be of use in replacement of the door panel.
b) CSW report – JB has circulated the latest data 1/9 to 15/11 during the meeting. On average one third of vehicles are speeding.
c) Dates for meetings in 2024 – are agreed as the third Wednesday of every other month, and will be circulated to all councillors.
2023/051 Highways – RAH is not able to join this evenings meeting and this matter will be discussed at the next meeting.
2023/052 Renewal of Grass Cutting Contract for 2024: We are to use the same contractor as for 2023. Invoices will be sent directly to JB for prompt payment. Confirmation of the cost is to be obtained.
2023/053 Christmas
a) Lighting Event 2/12/23 @ 4pm – the tree will be delivered on the Thursday before the event and volunteers have agreed to erect, install lights and confirm removal and disposal before 12th night. The Brass Band are ready to play and the pub have been informed.
2023/054 Planning Matters:
a) S/201/02118/23 Barr Close – There are no objections to this proposal.
2023/055 Finance Matters, to approve payments and to note income since last meeting. All payments were approved and cheques signed.
a) Clerks Expenses for printing/ink are £53.37
b) S Summerlin Benton for plants and compost £109.96
c) Expenses approved since the last meeting include LIVES SLA and Grass Cutting.
It was suggested that a No Parking sign is installed underneath the Church Lane sign to avoid the junction being blocked by vehicles.
2023/056 Next Meeting
a) The next parish council meeting will be held on Wednesday 17th January 2024.
b) Items for the next newsletter – Thanks to R Ward Plants, New Planters, Fix my street reporting for potholes etc.
c) Items for the next agenda will include a review of parish plan document which was created in 2006, Precept and Budget 24/25, Cadwell Park layby seating etc.
It is noted that there is a large pothole in the lay by and the clerk will report this to LCC.
