West Ashby Parish Council
Minutes of the Parish Council meeting for West Ashby Parish Council held on Wednesday 19th July 2023 in West Ashby Village Hall.
Those councillors present were Cllrs C Graves, Mrs S Summerlin Benton, Mr J Bunster, Mrs A Radcliffe and G Edwards. Also present R Atkin House (remotely) and clerk Mrs K Elliott.
The Public Forum started at 7.30 pm.
PUBLIC FORUM: There was no public forum.
The meeting commenced at 7.30 pm.
2023/016 Chairman’s remarks - Mr Bunster welcomed everyone to the meeting.
2023/017 Apologies – County Cllr Mrs Bradwell sent Apologies.
2023/018 There were no declarations of interest.
2023/019 The notes of the meetings held on 17th May 2023 were proposed, seconded, voted and RESOLVED as a true and accurate record.
2023/020 Vacancies – we have one vacancy, one person had been approached since the last meeting but was not in a position to take on the role. This councillor vacancy will remain until a suitable candidate is secured. An advert will be put into the next newsletter.
2023/021 Reports from District & County Councillors and Police: D Cllr Simpson joined the meeting at 7.50pm, was welcomed to West Ashby and provided his first report. This included further details on the proposed Theddlethorpe Nuclear Dump, the proposed one tier Authority for Lincolnshire in 2025. Levelling up money has been secured for Spilsby Theatre, Alford Windmill, Manor House Alford, Colonnade Sutton on Sea and Mablethorpe Ageing Well Centre. Cllr Simpson also has community grant funds available and the parish council made a request for a form.
2023/022 Clerk’s report on matters outstanding and correspondence
a) Telephone Box – JB confirmed he will sort replacement Perspex and the clerk advised that there is a new volunteer librarian for the book box. Extra shelves and a new pin board were also discussed.
b) CSW report – JB has circulated the latest data prior to the meeting.
c) Cemetery watering rota – as we have had a lot of rain recently this is not needed, however JB suggested a fortnightly rota for the shrubs on the bank and the 2 oak trees. Please use the WhatsApp group to share when you have been.
2023/023 Highways – RAH has reported noise from the cats eyes to LCC who have suggested that a full review of the road is requested by the parish council. All agreed that this was a good idea. The clerk has also received a letter proposing a TRO for the currently 40mph section of A153 towards Horncastle to be reduced to 30mph – there are no objections to this proposal. An email from LCC has also been received asking for help with a national survey to improve Highways and transport services and also drainage records, this will be shared with councillors, this email will be shared with councillors.
2023/024 Public Footpaths – This has now been cut. However, there is also an overhanging tree which is obstructing the footpath sign and the footpath.
2023/025 Corporate Contributions – RAH advised of his forthcoming meeting with representatives from Cadwell Park. We have lots of bikes and other Cadwell users through WA and members discussed ideas for a bench and or planter at the layby end of the village to act as a rest point for road users which could be sponsored by Cadwell Park. Further information will be shared following the meeting next week.
2023/026 More Planters – There was a unanimous decision to order two more planters which are to be placed at the end of Manor Lane and Church Lane. Further funds are to be allocated for these planters and winter planting for the current ones.
2023/027 Planning Matters
a) S/201/01031/23 FPP Given Land adjacent to Bain Lodge, Hemingby Lane.
2023/028 Finance Matters, to approve payments and to note income since last meeting. All payments were approved and cheques signed.
a) Clerks Expenses will be claimed at the next meeting
b) Expenses approved since the last meeting are x 2 £90 grass cutting and £250 Coronation Expenses all paid in branch GE & JB. Guttering at cemetery £80.68, ELDC Election Expenses £48.50 and SSB plants & compost £120
A letter of thanks will be sent to Mr Crow for donating the water tank, now situated at the cemetery.
2023/029 Next Meeting
a) The next parish council meeting will be held on Wednesday 20th September 2023. Members discussed the next litter pick and the need for outlying areas for example Hemingby Lane, Furze Hills and Shearman’s Wath. Any fly tipping is reported straight away and usually collected within 2 weeks, however the bin at the end of the footpath in Furze Hills is full and has side waste and needs emptying more frequently please.
b) Items for the next newsletter – councillor vacancy and please don’t park on the pavements!
c) Items for the next agenda will include date for litter pick,
