West Ashby Parish Council
Minutes of the Parish Council meeting held on Wednesday 19th January 2022 in West Ashby Village Hall and remotely by Zoom.
Those councillors present were Cllrs S Summerlin Benton, A Radcliffe, C Graves, G Edwards, A Grainger (Zoom), R Atkin House (Zoom) and J Bunster. Also present clerk Mrs K Elliott.
The Public Forum started at 7.30 pm and the Zoom connection started at 7.30 pm. There were no matters for discussion in the public forum.
PUBLIC FORUM: There was no public forum.
2022/068 Mr Bunster welcomed everyone to the meeting and wished everyone a Happy New Year.
2022/069 Apologies – were received from D Cllr D Andrews, C Cllr Mrs P Bradwell and our local Police.
2022/070 There were no declarations of interest.
2022/071 The Notes of the meetings held on 17th November 2021 were approved as the minutes; proposed, seconded, voted and RESOLVED.
2022/072 Reports from District and County Councillors and Police – There were no reports.
2022/073 Clerk’s report on matters outstanding and correspondence
a) CSW report – JB advised that he has been having software issues and will send data when it is available. CG confirmed that he has done the online training and the team will be out when the weather is better.
b) LIVES – request for funding: it was RESOLVED to defer this to the May meeting.
c) Quiz money – further consideration will be given to the use of these funds at the March meeting.
d) Layby – members discussed CCTV, a wildlife camera or just signage for CCTV. It is noted that the 2nd bin is still not being emptied and the clerk will report this to ELDC again.
2022/074 Village Design Guide / Neighbourhood Plan – a consultation and questionnaire will be the next step.
RAH confirmed that the ACV application is to be submitted for WA Arms. JB will investigate the current situation with regard to the pub.
2022/075 Village Gateways – these are now complete and ready for installation. The clerk will seek LCC Highways permission and installation will be via an approved contractor such as Everton Construction. The clerk will also investigate signage “West Ashby Welcomes Careful Drivers”.
2022/076 Cemetery
a) Shelter, Bench and water butt – this is to be investigated and costed
b) Green burials and tree planting – it is felt that it would be inappropriate for green burials however, some trees will be planted in the future.
2021/077 Queen’s Platinum Jubilee – The Grove are interested in hosting a village event and JB will get in touch with them. A provisional date of Saturday 4th June was discussed from 2-6pm with BBQ, cakes, garden games, etc. More details will be discussed at the next meeting.
2022/078 Highways & Drainage matters – a drain between Mr Atkins Farm and The Grove is blocked. A gully clearing team have visited the village recently but this has still not been resolved. Church Lane junction is also still blocked despite the recent visit. There is also “muck” in the gateway to the cemetery and JB will investigate.
2022/079 Planning Matters – there are none.
2022/080 Finance Matters, to approve payments for and to note income since last meeting.
a) Precept request form has been submitted to ELDC.
b) Donation to WA village hall was agreed at £50
c) Donation to All Saints Church was agreed at £50
d) Clerks Salary and expenses were paid at £960.20
2022/081 Next Meeting
The grit bin in Midthorpe is to be filled now that we have a supply of grit from LCC.
The Market Place car park and pavements are not gritted and the clerk was requested to contact the Town Council.
a) The next parish council meeting will be held on Wednesday 16th March 2022.
b) Items for the next newsletter will be sent using the local social media sites available to us and we will produce a paper copy too as soon as possible.
c) Items for the next agenda were requested; Grass cutting in the Cemetery and Queens Jubilee.
There being no further business the meeting closed at 8.30 pm.
