West Ashby Parish Council
Minutes of the Parish Council meeting held on Wednesday 16th November 2022 in West Ashby Village Hall.
Those councillors present were Cllrs Mrs A Radcliffe, C Graves, Mrs S Summerlin Benton and G Edwards. Also present clerk Mrs K Elliott plus one member of the public.
The Public Forum started at 7.35 pm.
PUBLIC FORUM: The public forum discussed footpaths and the letters and emails that have been received by a number of land owners within the parish with regard to applications for footpaths. Can the parish council object to such applications? The clerk and one councillor have personal interests to declare on this matter. The landowners need to write to LCC expressing their concerns, objections or otherwise. This is about Countryside Access. RAH offered to assist with wording of any letters and the clerk will contact County Councillor Bradwell to advise her of the situation and request assistance and details of the procedure for this type of application. The meeting commenced at 7.30pm
2022/148 Mr Graves (Vice Chair) welcomed everyone to the meeting.
2022/149 Apologies – were received from Mr J Bunster, D Cllr D Andrews and C Cllr Mrs P Bradwell.
2022/150 There were no declarations of interest.
2022/151 The Notes of the meetings held on 12th October 2022 were approved as the minutes; proposed, seconded, voted and RESOLVED.
2022/152 Reports from District and County Councillors and Police – There were no reports.
2022/153 To Co-opt a new councillor – the candidate is to be asked to attend in January.
2022/154 Rights of way claims in West Ashby – this matter was discussed in the public forum.
2022/155 Clerk’s report on matters outstanding and correspondence
a) CSW report – JB is not present tonight and further data will be provided in the New Year.
b) Litter Picking 2023 – dates will be set in the new year and Tim Fry has agreed to produce 4 banners which can be used to advertise when we are having a litter pick, they will cost approx. £10 each.
c) Community Champions – grant application has been submitted. Also an ELDC District Councillors grant has been applied for.
d) Christmas Tree – CG will organise a tree 8’-10’ in height, RAH has sourced lights and the tree will be put in at 10am on Saturday 3rd December with the official switch on event at 5pm on 3rd when a few carols will be sung and people can then socialise in the pub afterwards. Social media will be used to advertise this event and posters/fliers too.
2022/156 Commemorative Planters/Bench/Tree
a) Planters – it was resolved to place an order for two Amberol planters which are to be installed alongside the two benches in the parish.
b) Trees - an order has been placed for 2 oak trees.
c) Bulbs – it was resolved to wait and see how the first planting turns out before we purchase any more.
2022/157 Coronation 2023 – The date is Saturday 6th May 2023. We will discuss at the next meeting.
2022/158 Highways & Drainage matters – there is no footpath from Docking Lane junction to the village hall, can this be resolved. Are there any areas of footpath in need of repair? These will be brought to the attention of C Cllr Bradwell and LCC Highways.
2022/159 Planning Matters – There are none currently. There has been no communication from ELDC enforcement about the static caravan at Lindisfarne.
2022/160 Finance Matters, to approve payments and to note income since last meeting. All cheques were approved and cheques signed.

2022/161 Next Meeting
a) The next parish council meeting will be held on Wednesday 18th January 2023.
b) Items for the next newsletter will be sent using the local social media sites available to us and we will produce a paper copy too as soon as possible. Website to be made up to date please and linked to all the parish Facebook pages. The Christmas Tree Lighting will take place on 3rd December and the Carol Service is on 15th December.
c) Items for the next agenda were requested – Coronation plans and public rights of way applications.
There being no further business the meeting closed at 8.18 pm.
