West Ashby Parish Council

Minutes of the Parish Council meeting held on Wednesday 20th July 2022 in West Ashby Village Hall.

Those councillors present were Cllrs Mrs A Radcliffe, C Graves, G Edwards, Mrs S Summerlin Benton and J Bunster.  Also present clerk Mrs K Elliott.

The Public Forum started at 7.30 pm.

PUBLIC FORUM: There was no public forum.

The meeting commenced at 7.32pm

2022/112   Mr Bunster welcomed everyone to the meeting.

2022/113   Apologies – were received from Mr Atkin House and C Cllr Mrs P Bradwell plus D Cllr D Andrews.

2022/114   There were no declarations of interest.

2022/115   The Notes of the meetings held on 18th May 2022 were approved as the minutes; proposed, seconded, voted and RESOLVED.  It is noted that there are to be 3 speed limit changes in Horncastle and members feel strongly that the A153 should have a reduced speed limit due to the Wildlife Park entrance.

2022/116   Reports from District and County Councillors and Police – There were no reports.

2022/117   To Co-opt a new councillor – the candidate is to be asked to attend in September.

2022/118   To appoint a Vice Chair – it was proposed, seconded and RESOLVED that Mr Carl Graves is appointed as Vice Chair.

2022/119   Clerk’s report on matters outstanding and correspondence

a)   CSW report – JB circulated the latest data from the mobile SiD Device which shows 114,000 vehicles of which 61,000 were over the speed limit.  CSW training is to be booked for interested volunteers.

b)   Litter Picking – a date was agreed of 1st October 10 – 11 am, with refreshments.

c)   A letter of thanks has been received from LIVES for our donation.

JB noted that images of the proposed new gazebo for the cemetery have been shared and this is now partly installed.  Donations of bushes for the cemetery front planting area are welcome.

2022/120   Report from Jubilee – The afternoon tea at the village hall was a great success.  Over 50 people attended and the cakes were excellent.  The scarecrow competition/display was also well supported and traffic seemed to slow down a little whilst they were out.  Maybe this could become an annual event?  A grant of £350 has been received from ELDC and also £113.50 was raised in cash from the afternoon tea.  Perhaps this cash and the Christmas Quiz cash (£39) can be used for plants/planters in the village?  Members discussed the Scarecrow Festival suggestion and also locations for the proposed planters.  This will be discussed further at the September meeting.

2022/121   Report from WA Day – In blazing sunshine the 2nd WA Day took place.  The Church and Churchyard have had a good clean and spruce up.  A picnic lunch was enjoyed in the shade of the yew tree and two history talks were well received in the afternoon.  Following a short service to round off the afternoon we adjourned to the village hall for a BBQ and meet the neighbours chat.  This was attended by over 50 people.  A mural has also been created and once complete it is hoped that it will be framed and installed in the village hall.  The Church Committee also organised an auction of promises which raised nearly £600.

2022/122   LIVES – Annual service Agreement for Defibrillator – The cost of this is £180 but this would see the defibrillator receiving regular checks and ensure its accessibility to all.  The agreement was formally RESOLVED.

2022/123   Lincolnshire Minerals & Waste Local Plan – consultation period has started.

2022/124   Highways & Drainage matters – there are none to report.

2022/125   Planning Matters – There are none currently.  However, members discussed the portable building which has been installed at Lindisfarne.  This has been reported to ELDC enforcement department.

Suggestions for the signs to go on the gateways were discussed and these included at Horncastle end – West Ashby Gateway to the Wolds or West Ashby Welcomes careful Drivers

The clerk was asked to set up a parish council WhatsApp group so that councillors can communicate with each other outside of the parish council meetings.

2022/126   Finance Matters, to approve payments for and to note income since last meeting.

a)   ELDC grant for Jubilee £350 received

b)   £656.58 HMRC VAT reclaim received

c)   £180 inc. vat SLA with LIVES for defibrillator

d)   CCLA money laundering forms to be completed.

2022/127   Next Meeting

a)   The next parish council meeting will be held on Wednesday 21st September 2022.

b)   Items for the next newsletter will be sent using the local social media sites available to us and we will produce a paper copy too as soon as possible.

c)   Items for the next agenda were requested.

It is noted that Harvest Festival this year will be on 18th September and the litter pick will be on 1st October.
