West Ashby Parish Council
Minutes of the Parish Council meeting held on Wednesday 12th October 2022 in West Ashby Village Hall.
Those councillors present were Cllrs Mrs A Radcliffe, C Graves, Mrs S Summerlin Benton and J Bunster. Also present clerk Mrs K Elliott. Mr R Atkin House by Zoom.
The Public Forum started at 7.35 pm.
PUBLIC FORUM: There was no public forum.
The meeting commenced at 7.36pm
2022/135 Mr Bunster welcomed everyone to the meeting.
2022/136 Apologies – were received from Mr G Edwards and D Cllr D Andrews.
2022/137 There were no declarations of interest.
2022/138 The Notes of the meetings held on 20th July 2022 were approved as the minutes; proposed, seconded, voted and RESOLVED.
2022/139 Reports from District and County Councillors and Police – There were no reports.
2022/140 To Co-opt a new councillor – the candidate is to be asked to attend in November.
2022/141 Clerk’s report on matters outstanding and correspondence
a) CSW report – JB circulated the latest data from the mobile SiD Device which shows 43,000 vehicles in September of which 28,000 were over the speed limit.
b) Litter Picking – It was felt that the last litter pick on 1st October was reasonably well attended and it was noted that there was not much litter. Members agreed to advertise this more widely and RESOLVED that 4 x small banners would be created to be placed around the village. Clerk to action.
c) Civility and Respect pledge – It was RESOLVED to sign up for this.
d) Community Champions – The clerk explained the grant application form and members agreed that this is a good opportunity and supported this application.
e) Signs for Gateways – JB has visited Kirkby on Bain to look at their example of village signs and has obtained a provisional quote of £70 each sign for 1m x 50cm. Designs are to be agreed and then permission sought from LCC.
2022/142 Commemorative Planters/Bench/Tree
a) Trees - Members discussed trees and where to plant. Our only public land is at the cemetery. It was agreed that there was room on the external boundary to plant two oak trees, one traditional and one red oak. The clerk will get a quote for these in a 6’-8’ size.
b) Planters – How many and where? We could put one at the side of each of our two parish benches. Other possible sites were also discussed. It was RESOLVED that we would start with 2 planters one next to each bench and a base would be installed. The clerk will check with LCC to see if permission is required and also place the order.
c) Daffodils – Members agreed to plant more daffodils and the location was agreed for the grassed area at the Midthorpe end of the parish in the layby. Two bags of mixed daffodils are to be ordered and planted on Saturday morning 22nd October. The clerk will order the bulbs and advertise the planting session.
2022/143 Coronation 2023 – The date is Saturday 6th May 2023. JB will make contact with the West Ashby Arms to see if they are planning any events. The Scarecrows should be tried again as this was a good community effort. Further discussion and plans at the next meeting.
2022/144 Highways & Drainage matters – there are none to report.
2022/145 Planning Matters – There are none currently. There has been no communication from ELDC enforcement about the two matters of concern.
2022/146 Finance Matters, to approve payments and to note income since last meeting.
a) Clerk’s expenses £109.95
b) Chairman’s expenses £54.46
2022/147 Next Meeting
a) The next parish council meeting will be held on Wednesday 16th November 2022.
b) Items for the next newsletter will be sent using the local social media sites available to us and we will produce a paper copy too as soon as possible. Website to be made up to date please and linked to all the parish Facebook pages.
c) Items for the next agenda were requested – Coronation plans and Christmas plans.
The parish council wish to contribute a Christmas tree for the parish which will be illuminated in the Churchyard and new lights will be provided. RAH will organise new lights and the clerk will advise the Churchwardens of this contribution. It was agreed that a small lighting ceremony could take place provisionally on 3rd December with Mince pies, Sherry and God rest ye merry gentlemen. This will also be included in the next newsletter and on social media.
There being no further business the meeting closed at 8.28 pm.
